What my family always did was go out to dinner together at a place of the bday person's choosing, and maybe see a play or concert together (again, bday person's choice).
I've done henna for at least 5 different mini-bday-celebrations for families, if you're interested in that... It could give you something cool and interesting to show to / talk with new people in your new state, too...
