My Sweet 16...HELP

Please help me....i want a formal; sweet 16, but i have a VERY small budget to work with. My birthday is in december and i have absolutely nothing planned. My mother is trying to get me away from the idea of a sweet 16 because we have very little money, but i really want one. I live in an area where the majority is rich(three village district). I dont want my party to reflect on the fact that i am poor.
